Description of changes:

Adding a public maintenance policy for all of our Amplify Client Libraries and any SDKs we manage.

Please note the changes to the platform switcher, which now looks to "platform" as query parameter to fall back to if the platform is not part of the link. I did not want the maintenance policy to include platform in the link itself, as this should be a global link and policy.
